If either F or G is ranked first from fastest to slowest, would that not mean that if F is first then G is second and vice versa as they are the two fastest chips?

No. This rule means that either F or G is ranked first.
It would be diagrammed as follows:
not F1 ==> G1 not G1 ==> F1
While one of F or G must be first, we have no idea where the other variable will rank.
