@cayley the problem with (E) is that it would violate the rule that "exactly one set of January tickets is red."
If the line 3 tickets for January are yellow, and the line 1 tickets for February are red, the following scenario would result:
J: _ P Y
F: R Y G
But notice that because of the third condition, i.e. "for each line, the January tickets are a different color than the February tickets," line 1 tickets for January cannot be red so there is no place for our one set of January red tickets.
As such, (E) cannot be true and (E) is eliminated.
