I guess lines 54-56 (Although he regrets that some Western intellectuals demand more democracy from polyarchies than is possible...) can be an answer here. Since Western intellectuals cannot demand more democracy from polyarchies than is possible, it means that there is a limit to the extent of which polyarchy embodies the idea of democracy (and this is exactly what answer choice (A) states.)
