Break down presupposition and explicitly based please .:)

I understand why the correct answer is the way it is but if you could please break down pre-supposition and explicitly-based and why is wrong in this example it will help me understand their meaning thank you

Hi @TaylorW, thanks for your post. The word "presupposition" is a synonym for "assumption" — an unstated premise. "Explicitly based" means clearly expressed (and not implied).

The question stem asks you to articulate the role played by the proposal about how the government's budget should be redirected.

In the stimulus, this proposal is that "more of the government's budget should be redirected to preventing spills."

This claim is not an assumption — it is stated, not unstated. Thus, (D) can be eliminated on account of the word "presupposition."
