I am confused why the answer is E because in the paragraph it was stated, "people cannot avoid traveling long distances each day," so I assumed that the proposal wouldn't involve changing the location of the business or the resident.

Why not? You are overlooking the clause that precedes the sentence you are referring to here.

The stimulus states, " . . . but now that stores and workplaces are located far away from residential ares, people cannot avoid traveling long distances each day."

If, however, new businesses were encouraged to locate closer to where their workers would live, it would no longer be true that "workplaces are located far away from residential areas."

I am still confused on why E is correct if "people cannot avoid traveling long distances each day". I understand that the root of the issue is that "stores and workplaces are located far away from residential ares" but that will not change if business were encouraged to locate closer. That answer choice seems ambiguous to me. If it said "relocate", I would have selected it. But here it seems that the businesses are already in place and its workers commutes will not change.

Plus it just seems as though the people who are already commuting cannot avoid traveling long distances each day, since the stimulus states that.

Hi,

According to the passage, now that stores are far from where people live, people can't avoid traveling.

However, if as E suggests, businesses were to relocate, this would no longer be true.
