Happy to help. Let's look at (E) and (A).

(A) says, "establish that the number of police officers does not need
to be increased"

The statistics in the stimulus provide support for the assertion that
cops are not the only solution, but it still may be essential to get
more cops out there. (A) pushes the boundaries a step too much, so we
can get rid of it.

(E) says, "suggest that the number of police officers is not the only
influence on the crime rate"

(E) is great, as the statistics in the stimulus demonstrate that the
number of police officers isn't the sole factor; rather, there has to
be at least one other factor that's having an impact on crime rates.
