Why B not possible in this scenario?

I understand that Rosenberg cannot read two introductory books in a row, but what is stopping Juarez from reading G in week 2? I'm not seeing why Juarez cannot read all three introductory books in a row. Help with understanding this would be appreciated. Thanks!
