@Christy-Earls, the last line is the conclusion. This is kind of tricky because the conclusion is that someone else's conclusion is weak.

The stimulus says "some vegetarians have argued that there are two individually sufficient reasons for not eating meat." It then tells you what these two independent sufficient reasons are: (1) because of "health considerations" and (2) to avoid "living at the expense of other conscious creatures." This means that the consciousness of animals is a sufficient condition to avoid eating meat. Hope that helps.
