Absolutely. D is a little broad, saying whether it's possible for schools to develop policies that foster volunteerism. We don't know from the argument if they think that schools can come up with any policies about volunteering that work, only their thoughts about policies forcing them to volunteer.
C on the other hand is their main point of contention. Sarah says: Forcing someone to volunteer cannot foster volunteerism. Paul says: Actually, programs that have forced volunteering have fostered volunteerism in those who enjoyed it. So the main disagreement is whether students forced to volunteer can develop a sense of volunteerism.
