This is an Argument Exchange (Point at Issue) question. The correct answer is one with which one of the speakers would agree and one would disagree.

Here, what is Henry's conclusion? That, because honeybees leave a scent trail from a just-visited food source, their dance must be something other than a means of communication food source location.

What is Winifred's conclusion? Not necessarily - a lot of species use more than one way to communicate vital information ("accomplish critical tasks").

In response to answer choice (C), Henry would say "no" and Winifred would say "yes." This is why it is the correct answer.

Answer choice (B) is too broadly-worded. The stimulus is not about every possible explanation for the dance of the honeybees. Rather, it is much more specific - it's about whether the dance is related to food source location. (B) can be eliminated.
