How to find the conclusion

hi, I'm having trouble finding the conclusion in this question. Could you clarify how to find it and what parts are the premise vs conclusion. thanks!

Absolutely. The argument starts out: "To the extent that..." which acts as a qualifier, limiting what comes next. The thing it's limiting is that profit motive should not be assumed to be at fault - that is the conclusion. The rest of the prompt is designed to support how much (for the qualifier) and why (for the rest) this is correct. The following sentence (both ideas) support the conclusion from the first sentence, explaining why it may not be profit that's the motive.

If you're ever worried about conclusions, an easy tool is to try rearranging the sentence and putting "therefore" in front of the last one. It won't make sense until you find the conclusion.

EG:
Private investors will provide housing...
Unrealistic to expect to take risks...
THEREFORE (to the extent...) it should not be assumed...

Can you explain further how to determine a conclusion if there is confusion? I understand your tool that you offer in placing "therefore" in front of a statement but I am not clear on exactly where I am placing the word to be able to make a valid deduction. Can you explain this in detail? Also is it okay to use this method throughout the test if I am confused about identifying a conclusion.
