Can you explain this? It seems like this answer choice is just a direct restatement of the first premise, and not something to conclude from the facts.

Answer C combines a few factors here. We know that in order to sell below market-rate, you have to get them at a discount. We also know that to be profitable, you have to get them in bulk with high generated volume.
C says that to be a profitable publisher selling below market rate, you must get them at a discount.
See how it combines both the price and profitability, but brings it back to the original sentence?
