Why isn't the answer C? Both point out possible environmental impacts and it seems to be what the authors take stances on whether or not it is okay to drill under these circumstances.

@ddumas001 In this case, it's best to look at both passages to make sure you're selecting the right answer. C can be tempting after reading Passage B, which has a somewhat heavier focus on the environmental impacts. However, those are only a passing reference in Passage A. So what we need to look for is something that is heavily focused on in both: the composition of the muds themselves. This appears to be their main focus.
