The main point the choice E are not the same

You are saying that the main point is "But one resource (topsoil) has been ignored for too long" Then you offer as a correct choice :" The federal government should spend much more on soil conservation than it has been spending". It doesn't sound it is logical because the choice E is more like a suggestion how to fix the situation/problem but not the conclusion. The right choice should just rephrase the main point of the stimulus, something like : " The government hasn't been spending much on soil conservation” Or am I missing something here?

Again, why is the conclusion suggesting how to fix the problem? Per my understanding the conclusion is a rephrasing the main point?

@ekaterinaurban@gmail.com The prompt is telling us that US national investments in top soil have been inadequate, meaning that they should be higher. This is what E tells us, that the spending should be higher.
