(B) the statement in the question does not indicate whether ONLY Australian parrots are sweet tempered, only that some are. You can't make the leap to (B) from there.
(C) Nothing in the question compares Australian parrots degree of sweet-temperedness to that of other parrots.
(D) Again, nothing in the question says that only Australian parrots are sweet tempered. It simply says that some Australian parrots are consistently sweet tempered.
(E) is wrong for a couple reasons. First, the question doesn't say that ALL Australian parrots are sweet tempered but only that some are. Second, it expands it to ALL pet birds, which the question says nothing about.
