Is this answer choice correct because if you answered "yes," then there might be an alternate reason why the cars with decals are stolen at lower rates ever since the program was implemented and if you answered "no," then that would strengthen the argument by showing that the program was working?

That's correct! We need to isolate the reason that the thefts have been reduced; is it really just the program, or are there other factors, such as better anti-theft technology in the vehicles? @Ashley-Tien
