Not showing the question stem

OK, the difference between answer choice b and c are not explained cohesively. Can you pls. explain it better as to what the difference between the two actually is.

@niki-dowlatshahi let's take a closer look. The key here is the last sentence:

"Therefore, all progress depends on unreasonable people."

"Depends" introduces a necessary condition so we would diagram as follows:

P ==> UP
not UP ==> not P

Now let's compare (B) and (C).

(B) If there are only reasonable people, there cannot be progress.

not UP ==> not P

Notice "only reasonable people" means not unreasonable people (i.e. not UP).

This is the contrapositive of the conclusion in the stimulus so (B) must be true and (B) is the correct answer.

(C) If there are unreasonable people, there will be progress.

UP ==> P

Notice that (C) is actually a reversal of the conclusion and we know that you DON'T JUST REVERSE! So (C) is not necessarily true and (C) would be eliminated.
