I was wondering why answer choice D isn't a plausible proposal and answer choice E is. Can you please explain?

Let's first examine the stimulus carefully. This is an argument; the conclusion is "something must be done to ease traffic congestion." The rest of the stimulus consists of facts about how people must travel more than before and how heavy traffic congestion is.

You are then asked to select the answer that sets forth a proposal most supported by the information in the stimulus.

Answer choice (E) is supported by / consistent with the stimulus. If new businesses are encouraged to locate closer to where their workers would live, this would reduce the distance those people would have to travel each day, which would count as "something" being done to easy traffic congestion.

Answer choice (D) can be eliminated because it says nothing about traffic congestion. Notice that the stimulus does not posit that traffic congestion is being caused by slow drivers. Rather, the stimulus indicates that people are forced to drive slowly because of the congestion (the root problem). The proposal in (D) is not supported by the stimulus. (You asked why (D) isn't "plausible," but plausibility is not the point here.)
