i would like an explanation please

I don't understand why A is correct. How do we know that the mayor doesn't think that the major highway is the means that will advance the cause the farthest?

Hi @marissa, that's a great question, and one of the reasons that this is a MOST helps question. Of the principles listed, A most helps justify the reasoning, even if it doesn't necessarily tie together all the loose ends. Does that make sense?
