Confused about this passage being a set of fact instead of an argument
I got the sufficient and necessary idea for this passage but I am confuse as whether this passage is a set of fact or an argument. I thought word "because" indicates a premise and the clause follow would be the conclusion and identify the conclusion for this passage being that "Quore Inc., must increase productivity 10% over the course of the next two years" . Please help me clarifying this confusion, thank you.

@Cynthia-Lee you are correct that "because" can introduce a premise, but in this case it is actually setting forth why the general principle that follows (i.e. Quore must increase productivity 10 percent over the course of the next two years) applies.
Remember, arguments have a point (i.e. the conclusion) and the author will provide support for this point (i.e. the premises).
