Let's assess the stimulus first. Ann says "All the campers at Camp Winnehatchee go to Tri Cities High School."

You can diagram this sentence as CCW ==> TCHS [if you're a camper at Camp Winnehatchee, you go to Tri Cities High]

Bill misunderstands Ann's assertion. He thinks she said that if you are a student at Tri Cities, you must go to Camp Winnehatchee. That's an incorrect reversal of what Ann actually said. Because of this misunderstanding, Bill puts forth what he thinks is a counterexample to Ann's claim: that some Tri Cities students are campers at Camp Lakemont.
