Hi, am I correct in understanding the answer is C because it is a true statement regardless of the information we see presented throughout the rest of the paragraph? (E.g. the statement figures into the argument in that it is simply compatible with whatever the author decides in their conclusion and has no bearing on the argument itself; It's just an observable fact.)

@leanne-combs yes that's right. Whether or not "people are homeless because of a lack of housing" is true or not, it can still be true that "homelessness is a serious problem."

(D) does not pass the Must Be True prong of Argument Structure questions. The politician is not trying to discredit the idea that "homelessness is a serious social problem." He actually agrees that it is a serious social problem (starts off the argument by stating this).
