@brittneymfrey@gmail.com,You're right—G has to come before H. However, Answer D is consistent with this rule. I think you're forgetting that the North stage starts earlier (6) than the South stage (8).
We know that Q is in 12, so P must go in 6. We also know that Q goes immediately after a folk group, so we know that there is at least 1 folk group in one of the two 10 o'clock slots. However, rule 3 states that if R in 10, then F can't be in 10. The contrapositive is if F in 10, then R can't be in 10.
Since we now know that there is at least 1 folk group in 10, both slots at 10 must be filled by folk groups because of rule 3.
The three folk groups are G, H, and L, and we know that G must go before H. Thus, we know that the two 10 o'clock slots are filled by H and L.
We know that L and T must go on different stages, so we need to put T in the 8 o'clock spot on the stage that L isn't in. Then, we put G into the one remaining spot at 8'oclock.
Based on the rule that Q is in 12, we have to possible scenarios for the game now:
N: P T H /
S: / G L Q
or
N: P G L /
S: / T H Q
Answer D describes the North stage's sequence that we see in this second game board.
Here's the problem with C:
N: P T G /
S: / L H Q
This doesn't work because in this game board, G can't go before H. We can eliminate answer C as a result.

G is not before H here.
