I’m happy to help. As always, let’s start with the question stem. We are looking for the answer which, if true, is the strongest counter Rita can make to Thomas’ objection.

What is Rita saying? We know that her main point is that payment to farmers whose income before subsidies is greater than 100k should be stopped.

Thomas responds: that cutoff point would be impossible to administer, because farmers don’t know their income for a given calendar year until the following April.

What answer undercuts Thomas’ response about administrability? Only answer E addresses that point, and makes clear that cutoffs can be determined by looking at preceding-year income, rather than the unknown present-year income that Thomas’ objection was based on. So that is the right answer! I hope that helps.
