How are (B) and (D) different?

How are answer choices (B) and (D) different? They both seem to say that CO2 will be released into the atmosphere as organic matter decomposes; manufacturing efforts notwithstanding.

Is the difference between B and D that B allows for decomposition of the harvested wood matter meaning harvested wood increases CO2 while D states that unharvested forest will decompose on it's own releasing CO2?
