Hi, I was in between C and E. Why is C wrong. Wouldn't moving closer also reduce traffic congestion.

I believe that his cannot be the answer because as explicit stated in the stimulus,” Traffic congestion is so heavy on all roads”. “All roads” presumably includes secondary roads as well, making this answer choice incorrect.

C is incorrect because the proposal would increase traffic congestion. The problem described by the passage is that, unlike traditional small towns, modern urban design locates stores and workplaces far from residential areas, thereby requiring that people travel long distances from their homes to get to work and/or shop. If residents of the remaining traditional small towns were encouraged to move to the suburbs, this would increase the problem as a greater proportion of the population would now live farther away from stores and workplaces, thereby increasing traffic congestion.
