Title VII and Executive Order 11,246 are introduced in the first
paragraph of the passage. There, we're told that Title VII prohibited
employers from making employment decision on the basis of race (lines
3-6). Executive Order 11,246, on the other hand, prohibited
discrimination by United States government contractors and emphasized
direct monitoring of minority representation in contractors' work
forces (lines 6-11).

From this, we know that the focus of the Executive Order was narrower
than the scope of Title VII because Executive Order focused on
government contractors, whereas Title VII focused on employment in
general. Thus, we know that Title VII has broader applicability.

(E) says, "governs hiring practices in a wider variety of
workplaces," and this accurately captures that Title VII was about
much more than government contractors, so it's our correct answer
choice.

why wouldn't it be the answer choice where it says : "eliminates discriminatory disparities in wages"? I initially thought that wages could be an employment decision that could change
