The question says, "The author suggests that in the country mentioned
in line 1, litigation involving the reclamation of stolen works of art
has been..."

(A) says, "less common than Burke fears it will become without passage
of a national statute of limitations for reclamation of stolen
cultural property"

Lines 25-27 of the passage reveal to us the author's stance: "However,
because such reclamation suits have not yet been a problem, there is
little basis for Burke's concern." The author is basically saying that
the proposed legislation is foolish because it is attempting to
protect owners of art from problems that don't exist and it's also
making it very difficult for people who've had their artworks stolen
to reclaim what their lost art. (A) does a great job in capturing the
author's opinion on litigation in the country involving the
reclamation of stolen works of art, so it's the correct answer choice.

Hello, I still don't understand how A is correct. The question stem mentions line 1 and answer choice A mentions Burke. He isn't discussed until paragraph 2... am I missing something here? Please help!

Hi, the entire passage is about the proposed legislation in this country. Just because the country is mentioned in line one does not mean it is not relevant or intertwined with concepts referenced later.
