difference between b and c?

I was successfully able to narrow down the answer choices to B and C. However, could you explain why C is incorrect? I see why B is correct. I simply can see the potential of them both being right. Thanks!

Happy to help. Let's take a look at (B) and (C).

(C) says, "He failed to take into consideration the discrepancy in
numbers between favorable and unfavorable letters received."

Because the decision the programming director is making is about
keeping the movie review segment, the number of favorable reviews
about all of the other segments—including news and music—is
irrelevant. Thus, (C) doesn't identify a real problem, so it's out.

(B) says, "He could not properly infer from the fact that some
listeners did not like the movie review segment that some others did."

(B) provides an accurate description of the programming director's
faulty inference. We don't know what other listeners were thinking
based on the fact that there were ten unfavorable reviews. It's
possible that everybody hated the reviews. We have no clue if anyone
liked it. Thus, (B) captures the error in the director's decision
process, so it's the correct answer choice.
