The passage states that a park's user fees are used to maintain the park. The passage argues that raising user fees improves park maintenance even if there are fewer users paying fees because the decrease in park users will result in the park suffering less wear.

Overall, the principle employed by the passage is that a decrease in users due to an increase in fees is acceptable as long as the quality of the amenity provided by the fees stays the same or increases.

This principle is mirrored by answer choice E which states that the fee at a library has been increased to raise money for book repair. Despite the fact that this fee increase has resulted in a decrease in the number of library patrons and, thereby, a decrease in the money available for book repair, the books are in better repair because fewer people are using them. This conforms to the principle outlined above as the books are in better condition despite the fact that there are fewer library patrons due to the increase in library fees.

D does not conform to the principle as it states that spending more on maintenance increases the number of users and that these increased maintenance costs are more than covered by the increase in sales resulting from the increase in the number of users.
