The correct answer is (A). Let's take a look at (A), (C), and (D).

(C) says, "secure recognition of their unique status as a
self-governing Native American nation within the United States"

This wasn't ever mentioned in the passage. The Oneida made the
decision to reaffirm their own tribal identity, but we do not have
information that tells us that they sought to secure formal
recognition of their status within the U.S., so this is out.

(D) says, "establish new kinds of tribal institutions"

(D) was not mentioned in the passage. The Oneida are seeking to revert
back to their tribal heritage and roost, but we don't know if they're
trying to establish new institutions. Thus, (D) is out.

(A) says, "obtain improved social services and living conditions for
members of the tribe"

This is discussed in the last paragraph of the passage, and it's
precisely what the Oneida were attempting to do. (A) is the correct
answer choice.

@Ravi the passage mentioned that one of the purpose of the Native American leadership is to establish tribal institution. So, in my opinion, D is not sheerly out of scope. I think it is wrong is because it is not necessarily a "new" institution. Am I in the correct way of thinking?
In addition, I am not sure what it means by "institution". Is it a self-governing department in the passage?
