C is incorrect because it is irrelevant to the argument. The passage does not discuss how information surrounding potentially valuable discoveries is disseminated. Therefore, the format of dissemination has no impact on the overall argument. Whether information concerning new discoveries is disseminated through the publication of reports or through any other method of communication, it still stands that universities that retain the right to patent the inventions of their faculty members would have the motive to suppress this information regardless of the form used for its dissemination.
