why is B wrong??

Hi @Paulina980,Answer choice (B) is incorrect because the stimulus tells us that the city of Grimchester is liable for any injury incurred because of a city sidewalk in need of repair or maintenance.
The injury outlined in answer choice (B) is the result of a shopping bag someone dropped on the sidewalk, not the city's failure to repair or maintain the sidewalk.
