Great question.

(A) says, "The preparation of computer-fraud cases takes much more
time than is required for average fraud cases, and the productivity of
prosecutors is evaluated by the number of good cases made."

(A) suggests that the hackers will not get prosecuted because the
prosecutors will not want to be taking on the time-intensive cases
dealing with computers if they are evaluated by the total number of
cases they make. This is why (A) strengthens the claim in the
stimulus—it adds support to the assertion that the odds of being both
arrested and convicted greatly favor the criminal.
