In regards to the zoo question. My confusion is why is the zoo closing not the main point, does the "furthermore" weaken that point to be a subset of what the actual point is about the false economy?

The author is trying to prove that it is a bad idea to close the zoo, that it isn't actually a saving for the city to cut the budget. The author isn't just trying to prove that it will close, but that since it will close, it is bad to cut the budget.
