Why C is not correct
Obviously, we have to choose one of the condition as our sufficient and negate another one as our necessary. But why the C choice is not correct? Is there any order we have to follow before we chose a condition? Plz help me for that, thanks.

(C) is saying that failing to increase productivity 10 percent over the next 2 years is a necessary condition for going bankrupt, but it's not. It's a sufficient condition. It sounds like you may have the process for either/or statements mixed up. You said that you take one of the conditions, make it the sufficient, and then negate the other one as the necessary condition. However, this is not correct.
What you do with either/or statements:
Take one of the conditions, NEGATE it, and make it the SUFFICIENT condition.
Take the other condition, and make it the necessary condition.
This is why (A) is correct.
We can take P10%, negate it, make it the sufficient condition, and make B the necessary condition
not P10% - >B
Alternatively, we can take B, negate it and make it the sufficient condition, and make P10% the necessary condition.
/B - >P10%
These statements are each other's contrapositive and are logically equivalent.
