Faster way to rule G the answer.

Would it be okay to conclude that G couldn't be the chair because if F was selected, then G would bring in K and that would make the tenants go over two people?

@Jbrito, yes, that's correct. If F and G are selected, K has to be selected, and the rest of the spots will be occupied by homeowners, Q and either P/R/S, one of which will have to be the chair.
