Choice (E)

Hi LSAT Max, I was stuck between (B) and (E) but ended up choosing the former because I thought "the U.S has never been a great international leader" wasn't necessarily a historical fact. I see now why it's considered a historical fact, but I would love to get some clarity as to why (E) is the best answer. Many thanks in advance!

Happy to help. Let's take a look at (E).

(E) says, "question the ethical basis of an economic situation"

The economic situation in the stimulus is that America is bad at
international trade and that many bad consequences have occurred as a
result. The argument does acknowledge the fact that these consequences
are terrible, but this is different from questioning the ethical basis
of the situation (which would be saying something like,
"it's not moral to allow situations to become this dire"), which the
argument in the stimulus does not do. Thus, (E) is something the
author does not do, so it's the correct answer choice.
