In answer choice e it uses the phrase only people who. My question is if this introduces a necessary or sufficient clause. I know that only is used to introduce necessary and people who is used to introduce sufficient, but what does it introduce when combined like this?

Thus, (E) is saying that feeling secure is necessary to know whether one's actions are legal
