In answer choice e it uses the phrase only people who. My question is if this introduces a necessary or sufficient clause. I know that only is used to introduce necessary and people who is used to introduce sufficient, but what does it introduce when combined like this?

Happy to help. "Only" here is the key, and you're right that if
"people who" isn't preceded by anything, it introduces the sufficient
condition. However, since "only" precedes "people who," we know this
part of the sentence is the necessary condition.

Thus, (E) is saying that feeling secure is necessary to know whether
one's actions are legal

Know for sure whether their actions are legal - >people must feel secure
