Hi LSAT Max, I was confused as to why choice (E) would be the best answer. If someone could break down the question as well as explain why choice (C) is incorrect I would greatly appreciate it! Thank you in advance!

Let's look at the argument.

Each bushel of corn produced might result in the loss of as much as two bushels of topsoil. Topsoil in many states has been significantly eroded. Federal expenditures for soil conservation are at ridiculously low levels. Total federal expenditures for nationwide soil conservation have been less than the expenditures of some of the states.

Which of the following does the author do?

(A) is incorrect because there are no detailed projection of future loss, only some approximate statistics regarding topsoil loss over the last 100 years;

(B) is wrong because the author only talks about "many states," he is not talking about total reduction in all states;

(C) is wrong because the author actually argues the opposite. He says "the government generally tries to protect..natural resources" except for topsoil;

(D) is wrong because the author uses slanted language - "ridiculously low";

(E) is the correct answer choice because the author compares the two in the last sentence - "total federal expenditures ..have been less than the allocations of some individual states," i.e. what individual states spend on topsoil conservation as opposed to the federal programs.

Does that make sense?
