for answer choice E: "Thus, Michelle must be able to scale El Capitan, since she is an accomplished mount climber. " I may be over thinking, or just losing focus but is the first half the necessary. or the second half?

Neither. This is not a conditional statement, the first half is a conclusion ("Thus, Michelle.."), and the second half is the premise ("since she is..").
