Stimulus Question

Hi LSAT Max, I noticed that sometimes LR questions would have a dialogue between two people but only the first one would be relevant to the question. Would it be okay in that case to not even read what the second person says? This question, for example, seemed as if Sylvia's statement wasn't going to help with answering the question. I'm not sure if this would counteract the notion of reading the stimulus first, identifying conclusion and premis(es), then turn to the question. Any advice would be greatly appreciated! Thank you!
