If the correct answer choice is E and no more than 4 valves can be opened after N what is wrong with this sequence K P N H O I G L ? N can be third and more than 4 valves can be opened after.

You had this sequence:

K P N H O I G L

This sequence doesn't break any of the rules, so it's fine. It also
satisfies the implicit rule that no more than 4 valves are opened
before N is opened, since only 2 valves are going before N in this
scenario.
