@Julie-V,Great question.
In general, it's easiest to choose the category with more pieces/game
players as the base. In this game, there are 6 technicians, but there
are only 3 types of machines. Having the technicians as the base
allows for a game board that's easier to read and more intuitive.
That said, the game is still totally solvable if you put the machines
as the base. It's a matter of personal preference, but most people
tend to prefer having the base as the category with more pieces.

@Ravi, if I'm getting 100% accuracy on this question in time while making the base the equipment items, would you say from a big picture strategy that's fine, or will it bite me later if I just set up what "feels" right compared to making the bases the larger data set?

In this specific game I don't think it actually matters, since we are probably going to want to set this up as a grid. That is, all 18 spots will be represented, and each one will be a yes or no. In that case we would just think of it as flipping the X and y axes. Even if you don't set this up as a full grid, I think this is a game where one could be successful either way. While I agree with Ravi that his way will be faster here, he's completely right about it being personal preference.My personal approach is to go in with the default that the bigger will be the base, but if that feels wrong as I set it up, I'm not afraid to switch it up. That is, if the game seems to be assigning the things of which there are more to the things of which there are less, or the things of which there are more have more freedom to move around, then I might switch it. So I don't think this will come back to bite you.!
