A vs D

Thank you for the detailed explanation in response to the other question posed on this problem - that answered why A is not the correct answer. I was between A and D, however, and did NOT select D specifically because it contains the phrase "understanding of the social implications", which is NOT the same as "knowledge". The stimulus does not contain "social implications" anywhere, and over the course of my studies, this has been reason enough to rule out an answer choice like this one - it seems reasonable, could be correct, but I shouldn't select it because I cannot point DIRECTLY back to the passage to confirm it's truth... Is there something I have been misinterpreting when it comes to selecting answer choices that can be 100% defended using the passage? A can still be defended just as soundly as D can...the author DOES "rely on a generalization ('political know-how is a matter of insight and style learned through apprenticeship and experience') about the characteristic that makes someone (read: "seasoned politicians") COMPETENT to judgement. Neither answer choice mentions KNOWLEDGE, so this one is confusing for me. Any help is appreciated.

I took this passage as stating that only those with "political know-how" can accurately evaluate policy. Answer choice A is stated in terms that are too vague. While the passage does make a generalization about a characteristic being competent enough to pass judgement, the passage is talking about "political know-how" being sufficient to "judge whether a particular policy is fair to all". This fairness is exactly what is described in answer choice D as "social implications of political policies."

I'm not sure if this helps or not, but this was how I reasoned D instead of A.
