Confusion over the word "needed"

I got thrown off by the word "needed". The statement indicates that what is NEEDED for the koala to not approach extinction means is stopping deforestation. Doesn't this indicate that 'stopping deforestation' is NECESSARY for the koala to not approach extinction, and therefore means that stopping deforestation is the necessary condition?

Great question. It is important to look at each word in context, here the politician is saying "all that is needed," which implies a sufficient condition. He argues that stopping deforestation guarantees saving the koala.
