Actually, after going over the question, I just need someone to verify that A is the correct answer because answer choices B-E have been proven wrong through the deductions made during the game set-up. Thanks!

The initial rules allow us to determine that cities 2 and 3 each contain a university, thus (A) is the only option that could be true. (B) and (D) violate rule 4 - universities cannot be in the cities that share a common boundary. (C) and (E) violate rule 3 - no city can contain both a jail and a university.
