I'm not sure if I read the explanation incorrectly, but it sounds as if the JH block HAS to be in city 4 for scenario 2 in order to conclude the right answer. Is that what the explanation is trying to conclude?
I thought the correct answer would come easily through process of elimination since (D) and (E) have city 6 which must have H, (B) includes the only spots where the remaining JH block can go, and (C) eliminates both cities 2 and 3 where it's already established that the UHH block has to be in either or? Thanks!

I have not watched the video explanation but you are absolutely correct that we can determine the right answer by process of elimination just by looking at the initial setup. City 6, either city 2 or 3, and either city 1,4, or 5 must have hospitals, thus all the answer choices with city 6, both cities 2 and 3, or cities 1,4, and 5 together would be incorrect. Great work!
