Hi LSAT Max, I understood Ravi's explanation for (E), but I was wondering if someone could explain why (C) can be eliminated. Thanks in advance!

Let's look at (C).

(C) says, "It is preferable for scientists to restrict their studies
to phenomena that are observable and forego making estimates about
unobservable things."

(C) weakens the recommendation because it's simply telling us not to
follow through on the recommendation since it's based on estimates.
Estimating the probability of life on other planets involves estimates
of the unobservable, so we can get rid of (C).
