Breakdown for (B)

Hi LSAT Max, I'm not quite sure if I understand the previous thread's explanation as to why (B) is correct. I think my biggest confusion lies with only edward talking about emigration but seeing it in the answer choice. Any help is greatly appreciated!

Raphaela is saying that the government has no right to redistribute resources via taxation no matter what. Edward responds by saying the government has this right as long as it permits emigration so people are free to leave if they disagree with this policy. Hence, if a government permits emigration, E's view is that it has a right to tax people, whereas R's position is the government never has this right regardless of its emigration policy. Since we have no information on what E would say in a case when the government prohibits emigration - he might as well agree with R in this scenario - the correct answer choice must describe a scenario that we know E agrees with and R disagrees.
